Improved Reader Functionality for New Residence Cards
On August 19, 2026, the Immigration Services Agency of Japan released an updated version of its "Residence Card Reader Application." This update brings crucial changes for foreign residents holding the new type of residence card issued since June, as well as for employers who hire them.
On June 14, 2026, the Japanese government began issuing new residence cards, including second-generation residence cards with enhanced IC chip functions and "Specified Residence Cards" integrated with My Number cards. However, to protect personal privacy and simplify the card design, these new cards omit some of the key information previously printed on the card surface. As a result, it has been difficult to verify precise residency details from the card's appearance alone, leading to anticipated inconveniences in daily life and administrative procedures.
Key Information Like 'Period of Stay' Now Verifiable via IC Chip
Previous versions of the reader app had limitations and could not read the private information stored on the IC chips of the new residence cards. However, with the release of this updated app, users can now easily scan the internal IC chip using their smartphones to view key information not printed on the card surface.
The information that can now be verified through the latest version of the app is as follows:
- Period of Stay: The total duration of permitted stay in Japan
- Type of Permission: The specific type of permission granted, such as new entry, change of status of residence, or extension of period of stay
- Date of Permission: The date on which the status of residence was granted
Please note, however, that even after this update, the "Date of Issue" (the actual date the card was issued) cannot be retrieved via the reader app.
Why Is This Important for Foreign Residents and Employers?
Foreign residents living in Japan—such as international students, working holiday participants, and work visa holders—must prove their status of residence and period of stay in various situations, including signing up for mobile phone plans, opening bank accounts, and signing real estate contracts. In particular, when hiring for part-time or full-time positions, employers have a legal obligation to verify a job seeker's status of residence and work eligibility period to prevent illegal employment.
Because this information is not printed on the surface of the new residence cards, it would be difficult for employers or the cardholders themselves to immediately prove lawful residency status without this updated reader app. Therefore, foreign residents living in Japan and corporate HR representatives hiring them should make sure to update and use the latest version of the reader app.
Verification Method Exclusive to My Number-Integrated 'Specified Residence Cards'
For those holding a "Specified Residence Card," which integrates the residence card and the My Number card into one, there is an additional verification method besides the Immigration Services Agency's app. By using the "Face-to-Face Verification Application" distributed by the Digital Agency, users can similarly read information such as the period of stay from the IC chip. However, this face-to-face verification app is currently only available for iOS (iPhone), meaning Android users may face limitations and should choose the appropriate app based on their device's operating system.
